5 businesses that rip off the poor
Those who are struggling financially should avoid several industries that aim to exploit them. Fortunately, they can do so by considering some alternatives.
As Americans' incomes shrink and credit gets harder to come by, several industries have stepped in to make it harder for people to get from paycheck to paycheck.
These businesses claim they're filling a void left by mainstream lenders. But if you fall into the clutches of any of these outfits, you can find yourself in a far deeper hole than you're in now, with much less money available to help you climb out.
Here are five businesses that you should be wary of and some alternatives that make more sense when money is tight.
1. Payday lenders
Only a handful of companies provided these high-cost loans in the early 1990s. Today, there are more than 19,000 payday loan outlets across the United States. (To give you a point of comparison, McDonald's, the largest fast-food chain, has about 14,000 restaurants in the U.S.)
To get a payday loan, you write a postdated check (with the date usually coinciding with your next paycheck) and accept a smaller amount as your loan. For each $100 you borrow, the fee is typically $10 to $15 for a 10-day loan, although it can be higher. That fee would translate into an annual interest rate of nearly 400%.
Your effective interest rate will skyrocket if you can't cover the check when payday rolls around and you opt to renew the loan.
Payday loans were taking such a toll on our military men and women that a 2007 federal law limited the interest rate that service people could be charged on these loans (as well as vehicle title loans and tax refund anticipation loans) to 36%. Payday outlets that had infested areas near military bases cleared out virtually overnight.
Such protections don't apply to most civilians, however. Although payday loans are banned in 17 states -- Arkansas, Arizona, Connecticut, Georgia, Maine, Maryland, Massachusetts, Montana, New Jersey, New Hampshire, New York, North Carolina, Ohio, Oregon, Pennsylvania, Vermont and West Virginia -- and the District of Columbia, they're allowed in others and available online, so you'll need to protect yourself by steering clear.
Your best bet is to scrape up a few hundred bucks that you can keep in reserve so you won't need a payday loan. Read "Why you need $500 in the bank" for more about how to do that.
If a crisis hits before you have the cash, consider these alternatives:
- Ask your employer for a real payday advance. If you need money from your paycheck early, some companies will advance it to you without charging fees or interest.
- Get help paying your bills. Churches and other faith-based organizations may offer members emergency assistance. Low-income folks may be able to get help with utility bills, living expenses, child care costs, housing and a variety of other expenses. Start your search at Benefits.gov.
- Get a loan from a credit union. These member-owned organizations often have better interest rates and more flexible lending standards than mainstream banks do. You can use Find a Credit Union if you're not already a member.
- Take a cash advance from a credit card. Normally cash advances are a bad idea, since you usually pay an interest rate of 21% or more and there's no interest-free grace period. But if you have a credit card and your only alternative is a payday loan, the cash advance is clearly the better of bad options.
2. 'Buy here, pay here' car lots
Before the financial crisis, people with troubled credit often could get conventional, if high-interest, loans to buy cars.
These days, such subprime loans are harder to find, and millions have turned to "buy here, pay here" car lots -- so called because the dealers offer financing themselves, rather than through third parties, and borrowers typically have to show up at the lots to make their monthly or biweekly payments.
These dealers offer older, high-mileage cars, often with steep markups and loans that carry interest rates that can exceed 20%. The costs are so high that many borrowers fall behind on the loans, allowing the dealerships to repossess the cars and sell them again. Repossession rates are around 30%, according to the nonprofit Center for Responsible Lending, which says "collections and repossessions (are) a critical part of their business model."
Buy here, pay here lots now far outnumber conventional new-car dealerships, with 33,000 lots, compared with the new-car dealers' 20,000, according to CNW Marketing Research. Buy here, pay here dealers sold nearly 2.4 million cars nationwide last year, up from 1.3 million in 2000, CNW estimated.
Obviously, people would be far better off saving up cash to buy used vehicles from private parties or reputable dealerships. But your current car may give out before you have enough saved. If you don't live in an area with good public transportation, your alternatives may be few.
A credit union is certainly one place to turn for lower-cost loans, although not all potential borrowers will qualify. The Los Angeles Times, in investigating buy here, pay here dealerships, found about 160 charitable groups that help connect low-income people to affordable cars. But many areas have no such programs.

Ms. Weston: I highly recommend you spend a few days shadowing the typical customers of these businesses. I suspect you will find it eye opening - specifically that your "logic" does not apply when these consumers make decisions to patronize these businesses. Let's set aside the socio-economic aspects, such as people must have transportation to work; uninsured needing cash to pay the doctor etc. These no doubt exist.
However, a significant driver is embedded in human behavior and psychology. Why else would rims be sold on rent-to-own? Keep in mind that the businesses are meeting a market need. No one forces anyone to pay high interest for rims and I can think of no life situation that makes rims a must-have. I know some of these business owners. While they are aggressive business people, they put in a lot of hard work and competition for customers is ferocious. I would not classify them as blood suckers - no more than a I would the designer of a wedding gown, whose customer would - by my "logic" - be far better off spending the dress money on something else.
I work in a related business. I see far too many times, the "fast" cash is used on upgrades of cell phones, clothing etc. I am not making a judgment here just because the clientele is low income. This is the same behavior I see in several young professionals who choose a new car over 401(k) contributions.
What's ironic is the ones who read these articles don't need to and the ones who need to will not be doing so.
I suspect there is a very nasty corner of hell reserved for people who mistreat the poor among us.

If you are Poor , which they say that 49 percent of America (U.S. Citizens) are under the Federal Poverty Guideline. Then why would a person with little money Borrow and pay a Loan Shark, don't go to Pawn Shops or anything. Hold a garage sale / neighborhood event. Trade something with Friends or Exchange of Services (something for something even if it would be 1 or 2 weeks away). Don't sign up / purchase things you don't have money- hard cash for. Pay for life's necessity first such as Shelter, Food, Heat. You can get Life -Line Phones cheap or Free.
Read books, listen to radio, pick up a day-old newspaper, visit close-by friends, take a daily walk. You can be Poor and still not feel like %$&*!! everyday. Do something Productive / ProActive ... as 90 percent of us are not born with a Silver Spoon in our mouths.
True! being on the bottom is terrible, harsh etc:, but do we need to act it and be miserable everyday of our lives. Don't let People/Businesses take Advantage of You! You are smarter than that.
Here we are again. Day after day I read comments from people that have no idea what they are talking about. As for "Rent To Own", I can and I will comment. I have owned a RTO business for well over 20 years and I am here to tell you the TRUTH.
1-RTO is a choice that Customers make each time a payment is made. RTO agreements are NOT BINDING. So that means that once a customer has chosen the rental item(s) from the store, it is possible that the RTO Company at that time- has spent the time and money to make and write-up the sale, load items into delivery truck, drive to the customers house, unload and set-up items, drive back to store. Then, drive back to customers house, disassemble items, reload into the delivery truck, drive back to store, unload items, clean and refurbish items, markdown and re-price the items on showroom floor. All of this for possibly $50 or less.
2-Most RTO companies (except for Aarons) allow a HUGE discount of up to 50% off of the remaining balance of the rental agreement AT ANY TIME during the term. This large discount is offered because of the extremely high cost of maintaining ALL rental property while it is on rent. In many cases, the rental store can be more profitable when the customer makes this choice.
3- I, like most RTO companies, provide FREE Service 100% for items on rent. This means all the way down to batteries for the remote, or a light bulb for the fridge. But could also be a new compressor for the fridge.
4- Free Delivery. Even two-bedroom suites and a Side by Side Fridge up three flights of stairs with only "One week paid down". (how much would you charge to do that yourself)? I will bet that you would not deliver and set-up and pick-up and refurbish that sale for $50.
5- No Credit Checks- How many of you are willing to give some one with poor credit a second chance with $1500 or $2000 worth of your goods in their house???
6- I consider my company to be moderately successful but yet at the end of the year we average a profit across my 6-locations of a meager 7.0% to a record high of 11.2%. I try to pay my employees well, but not out of line with the industry. My own salary is modest and I receive No Bonus. We try and pay all bills on time and at the end of each month we have usually done so. I feel like people believe that there is all this profit by ripping off the consumer but you just do not understand what it takes to run a "Service" business like "Rent To Own".
If you chose to rent rather then to purchase outright, then you should expect to pay considerably more. We allow the customer to chose which way to go at ANY TIME during the rental agreement. They can Rent, Buy or Return whenever they choose. If you are renting your home rather than buying it outright then I guess your Landlord is the all time King of Rip-offs, HUH?
In closing, I would like to ask you to talk to someone in the know before you begin bashing someone or something that you obviously know nothing about. I invite your comments any time.

I'm more upset about oil companies making billions in profit for a necessity instead of people who don't know how to manage their money. The people I know who claim to be broke always have money for cigarettes, alcohol and gambling. They always have $20+ a day to spend on take out food. The more people live beyond their means, the more these businesses will prosper.
