The Post office is mandated by congress to pre-fund future retirement health care benefits to the tune of 5.5 billion dollars annually. No other company world-wide public or private is required to do so. The fund, as it exists currently holds over 55 billion dollars. The interest alone would fully fund this account within the next ten years. The USPS continues to be strangled by this requirement and if, by congress was to be relieved of this duty the Post office would have shown a profit of 600 million in fiscal year 2013.
